Pimpri-Chinchwad, 10th December 2025: The Maharashtra government has tightened norms for liquor shops in residential pockets after two outlets in the Kalewadi–Rahatani area were suspended for operating without mandatory clearances. The move follows a demand raised in the state legislature by Chinchwad MLA Shankar Jagtap, who highlighted repeated complaints from local residents about nuisance, safety concerns, and violations of building and excise rules.
Deputy Chief Minister and Excise Minister Ajit Pawar told the Assembly that no liquor shop will be permitted to operate without a No Objection Certificate (NOC) from the respective housing society. He added that even suspended shops seeking relocation must undergo a mandatory site inspection and secure an NOC from the concerned society or authority before reopening.
Officials from both the Pimpri Chinchwad Municipal Corporation (PCMC) and the State Excise Department have also come under scrutiny. Pawar directed that action be initiated against officers who allowed liquor outlets to open in residential buildings or without required permissions.
MLA Jagtap informed the House that residents of Sahyadri Government Housing Society, Shivtirth Cooperative Housing Society, Anant Park, and the Srinagar–Rahatani area had lodged repeated complaints against Vikrant Wine Shop and Bajaj Desi Liquor Shop. The grievances included late-night noise, frequent altercations, and alcohol-related accidents.
Jagtap said Vikrant Wine Shop was operating in a commercial lane of a residential building that lacked a completion certificate, while Bajaj Desi Liquor Shop was situated near the entrance of a housing society, causing regular disturbance to residents—particularly women and senior citizens.
According to Jagtap, “There was growing public anger due to the constant commotion, drunk driving incidents, and safety risks. After the issue was raised in the Assembly, the government responded promptly and announced strict regulations.”

The Deputy Chief Minister confirmed that both shops’ licenses have been suspended until they shift to a compliant location. He reiterated that no liquor outlet will be allowed to open or relocate without a valid NOC from the society concerned.
The new guidelines are expected to impact liquor shop approvals across Pimpri-Chinchwad, with authorities now mandated to cross-check documentation, building permissions, and community consent before issuing licenses.
