Pimpri Chinchwad, 8th May 2026: The Pimpri Chinchwad Municipal Corporation (PCMC) has launched a new ‘Swagatam E-Pass’ system at its main administrative headquarters in Pimpri to streamline visitor entry, maintain digital records of visits and strengthen security arrangements.
The order regarding implementation of the system was issued under the signature of Municipal Commissioner Vijay Suryavanshi.
The system has been introduced on the lines of the Maharashtra government’s ‘Digi Pravesh’ visitor management system used at Mantralaya in Mumbai. Under the new mechanism, citizens can register online for entry into the civic headquarters from their homes through the official PCMC website.
Citizens are required to register through the ‘Swagatam E-Pass’ link available on the official website of the civic body. First-time users will have to create a login account by providing details such as full name, residential address, passport-size photograph, mobile number and Aadhaar number. The account creation process is required only once, after which citizens can apply for separate entry passes whenever needed.
The civic administration said mobile numbers will be verified through OTP authentication during registration and each subsequent login.
While applying for entry, citizens can request visits to a minimum of one and a maximum of three departments. The portal will display available dates for the next seven working days, excluding Saturdays, Sundays and government holidays. Applicants must select the required department and date while registering.
After completing the process, citizens will be able to download a QR code-based e-pass on their mobile phones. Even if the QR code is not downloaded immediately, it will remain permanently available in the user’s account. In case of advance registration, the QR code can be downloaded on the day of the scheduled visit.
At the entry gate of the municipal building, visitors will have to scan the QR code to gain access. Officials said the process takes only a few seconds and is expected to reduce crowding and delays at the entrance.
Citizens who have not registered in advance or created an account can also complete the process instantly at the entrance gate by scanning a QR code provided there. Entry will be granted only after completing the registration formalities.
The civic body said the system will help maintain accurate records of visitors while ensuring quicker access to the building.
As per the guidelines issued by PCMC, citizens must seek prior appointments with the concerned officer or department before applying for an e-pass. Entry will be granted only after verification of the pass by the security department, and the pass will remain valid only for the specified date, time and purpose mentioned in it.
General visiting hours for departmental work have been fixed from 10 am to 6 pm. For meetings with senior officials, citizens will be allowed access only on Tuesdays and Thursdays between 4 pm and 6 pm, as per an earlier circular issued by the General Administration Department.
Special handwritten entry passes will be issued to delegations visiting the civic office for protests or demonstrations. Government and semi-government officials and employees will be allowed entry based on their identity cards. In the absence of ID cards, they will have to obtain an online entry pass.
For meetings organised by departments on working days or holidays, visitors must carry an official letter from the concerned department mentioning the names of attendees.
The corporation has also warned that strict action will be taken against misuse of the e-pass system, submission of false information or violation of rules.
Speaking about the initiative, Municipal Commissioner Vijay Suryavanshi said the number of citizens visiting the civic headquarters every day is large, making it necessary to maintain proper visitor records while ensuring faster services.
“The Swagatam E-Pass system will help the administration understand how frequently citizens visit various departments, which will make it easier to introduce necessary improvements. Citizens should make maximum use of this facility and cooperate with the administration,” he said.
