Pune, 25th September 2026: The state government has set up a 10-member committee to examine the regularisation of residential encroachments on government land in Pune and Pimpri Chinchwad dating to before January 1, 2011, potentially opening the way for a separate policy for the two cities.
The committee, constituted by revenue minister Chandrashekhar Bawankule on the directions of chief minister Devendra Fadnavis, has been given three months to submit a final report with clear recommendations.
The move covers residential encroachments on both state and central government land in Pune, Pimpri Chinchwad, Mumbai city and Mumbai suburban areas. The committee will study existing rules and policies of various authorities and recommend a comprehensive framework for regularisation.
The Revenue Department had on March 25, 2026, taken a policy decision to regularise residential encroachments on government land made before January 1, 2011. However, Mumbai, Pune and Pimpri Chinchwad municipal areas were kept outside the scope of that decision. The latest move seeks to examine whether a separate policy can be framed for these three metropolitan areas.
The committee will also study policies of the Slum Rehabilitation Authority (SRA), MHADA and other relevant agencies. It will make separate recommendations on whether and how encroachments on land owned by the Centre or its agencies can be regularised.
The committee will be headed by the divisional commissioner of the Konkan division. Its members include the collectors of Mumbai city, Mumbai suburban and Pune, representatives of SRA, BMC, Pune Municipal Corporation and Pimpri Chinchwad Municipal Corporation, and officials from the land records department. The joint commissioner (general administration) of the Konkan divisional commissionerтАЩs office will be the member secretary.
The committee has been directed to submit its report within three months, covering aspects such as eligibility, the regularisation process, fees and other conditions.
Officials clarified that the constitution of the committee does not mean the encroachments will be regularised immediately. A final decision will be taken only after the committee submits its recommendations and the government considers them.
